Model Strength (γ) — how strongly the optimization share reacts to a region's distance from the CTR's history-weighted CEM benchmark.
γ=0: pure history — no tilt at all.
γ is fixed at 0.33: amplifies each region's distance from the benchmark.
γ>1: amplifies each region's distance from the benchmark, moving more of the budget toward higher-quality regions.
γ sets how far the tilt moves each region from its history share. The movement cap still bounds the result relative to each region's own 100% L12M share.

CTR Region Movement Cap — a region's final allocation may not deviate either above or below its own 100% L12M volume by more than the selected percent of that region's own L12M share (not a flat percentage-point band — a 2%-share region and a 40%-share region are held to the same relative band). Small-region protection guarantees the 20% customer-impact rule automatically (shown as a diagnostic); this cap is a separate business guardrail on the resulting allocation.
